This is one of the highest value-per-effort KPIs in the entire framework. The anchors for KPI 4.4 are 0 / 3 / 6 / 12 / 15 per cent. The top anchor is 15% of students, and an MSc with a dissertation puts participation near 100%. The KPI is worth 5.0 points at programme level and 4.5 at institution level, and the only way to lose them is to fail to register participation that has already happened.
The gap here is a register, not activity. Say that plainly to anybody who proposes an initiative to increase student research participation in order to improve this score. Participation is already several times the top anchor. What is missing is the row.
1. Purpose
To ensure that every IoL learner who undertakes research, in any of the five forms OBEF recognises, is recorded in the year the work launched, with the evidence appropriate to the participation category, with their impact attributes captured as they occur, and with the international co-supervision relationship recorded where one exists, so that a KPI worth 5.0 programme points and 4.5 institutional points is reported from records rather than lost to the assumption that a dissertation is simply what a Master's student does.
2. Scope
Scope statement. This process manages student research participation from the allocation or approval of a student research activity, through supervision and completion, to the registration of participation, its impact attributes and its international supervision relationship.
Applies to. All PGDipHPE and MScHPE learners undertaking any of the five qualifying forms of research participation, curricular or extra-curricular, funded or unfunded, individual or in a team. It applies to dissertations, capstone and final projects, research assistantships, research-bearing placements and student-led independent work. It applies whether or not the work is published, and whether or not it succeeds.
Does not apply to. Routine coursework, literature-based assignments and reflective portfolios that do not meet the Frascati criteria or the participation categories below; these are assessment, not research participation, and recording them as research would be a misstatement. It does not manage assessment of the research (WF-09), the project's own registration in the institutional portfolio (WF-15), publication (WF-18), impact roll-up to KPI 4.5 (WF-19), or IP (WF-20).

Categories 1 and 2 have different evidence tests, and applying the stricter test to both is a common error. A faculty-supervised project needs evidence that the student participated. An independent student-led project needs evidence that the work was executed or completed. Demanding completion evidence for a supervised project excludes students who participated genuinely in work that is still running, and that exclusion is a self-inflicted loss on a KPI whose top anchor is 15%.
Counting rules, quoted. A student research project is counted once, in its launch year, and not repeated in later years. A student appears once per year regardless of how many projects they joined. Curricular and extra-curricular participation both count. The denominator is total enrolled students in the period at the same level as the numerator; graduates are not mixed into it.

Name of the international partner organisation,Name of the co-supervisor from the international partner organisation, and the agreement or MoU reference that evidences the partner organisation's awareness. Serves 5.4. This is the cheapest available route into KPI 5.4 and the most commonly missed numerator source. Doctoral theses completed under international joint supervision qualify as international research collaboration in their own right, without any financial or intellectual-contribution test. The route does not exist for KPI 4.3, so it is easy to forget that it exists for 5.4. [IoL to confirm] whether IoL supervises or co-supervises any doctoral candidates, since the qualifying route as written concerns doctoral students. Where IoL's own learners are at Master's level, this route may be available only through IoL faculty's supervision of doctoral candidates elsewhere in MBRU or with partner institutions. - Category 1, faculty-supervised: evidence of participation is sufficient. The supervision record and the allocation are the evidence.

Capture rule. Four things cannot be reconstructed. The participation record for a student whose work did not complete or who withdrew, because nothing downstream will remind anyone that the student participated. The launch year, because a student research project is counted once in its launch year and inferring that year later from a submission date puts it in the wrong one. The impact evidence artefact, because award citations, invitation lists, media coverage and policy documents are ephemeral and the flag without the artefact fails assertion C14. The named international co-supervisor and their organisation, because it is a relationship known to the supervisor and the student and to nobody else, and it is worth KPI 5.4's entire numerator.
Reproducibility test. With the student research
register operating, a second analyst reproduces KPI 4.4 by counting
distinct students in Students - Research.xlsx for the
period and dividing by distinct students in
Students - Enrollment.xlsx for the same period and level,
with no tacit knowledge required. Today the numerator does not exist as
a held record at IoL, which means the KPI is either unreportable or
reported from a reconstruction that nobody can repeat. The
denominator, by contrast, is already reliable, which is the
unusual and encouraging feature of this KPI: half the calculation is
already sound.
8. Max-score design

Read the 4.4 target correctly. The achievable target is not "improve participation to 15%". It is "record the participation that already runs at close to 100%, so that the reported value clears 15% and scores 100". The distance between IoL's real participation rate and the top anchor is so large that the KPI is insensitive to everything except registration. A capture rate of 20% of a 100% participation rate still scores 100. A capture rate of zero scores zero. There is no middle ground worth optimising.
What this workflow must do to reach the target.
- Open a participation record at supervisor allocation for every learner undertaking a dissertation, capstone or other qualifying activity. One record, one student, one academic year.
- Record the participation category, so the correct evidence test is applied and category 1 is not held to category 2's standard.
- Keep records for students who withdrew or did not complete. They participated in the year they participated, and the KPI counts participation.
- Capture impact flags with artefacts at the moment the impact occurs. An award, a competition result, a media mention or an invitation list is easy to keep on the day and impossible to recover in two years.
- Record every international co-supervision with the organisation and the named individual, and hand it to WF-17. This is a second KPI reached from the same conversation.
- Reconcile to enrolment and to thesis titles before every submission, so a graduate with a dissertation and no participation record cannot pass unnoticed.
- Register an ORCID for every research-active student at allocation.

Sequencing note. R1, R2, R3 and R5 are immediate, require no governance approval and no curriculum change, and together they protect 5.0 programme points and 4.5 institutional points. R6 is the one with a decaying window: KPI 4.4 is a three-year rolling average, so a register that starts today reports one real year against two zeros unless the prior two years are reconstructed from records that still exist. R7 is last deliberately, because it is the only action here that changes what students do rather than what IoL records, and it must be justified educationally or not taken.
9. Indirect strategy where data cannot be collected
Category 4, the activity exists but is invisible, and it applies here more starkly than anywhere else in the pilot.
The gap is a register, not activity. IoL's learners write dissertations. That is category 5 participation. If PGDipHPE carries a capstone, that is category 4. Learners who assist faculty on educational research projects are category 1, and the evidence test for category 1 is participation, which a supervision record satisfies. On any honest count, IoL's student research participation rate is close to 100%, against a top anchor of 15%. The KPI is not difficult, it is not contested, and it does not require anybody to do anything differently. It requires a row per student per year.
The specific invisibility mechanism is worth naming, because it is not laziness. A dissertation is invisible to this KPI precisely because it is normal. Nobody thinks to register a Master's dissertation as student research participation for the same reason nobody registers a lecture as teaching: it is the expected content of the qualification. The register defeats that, and so does asking the reconciliation question at step 10, which is deliberately phrased to find exactly this omission: which graduates have a thesis title and no participation record?
No other category applies. This is not a Ministry-instrument problem: KPI 4.4 is Track A and MBRU submits the value. It is not a small-population problem: the KPI is a ratio and small cohorts compute perfectly well, since one participating student in a cohort of eight is 12.5% and already scores in the High band. It is not an activity-does-not-exist problem, and there is no weight redistribution available for 4.4 in any case. And it is emphatically not a genuine-low-performance problem. If IoL reports a low value on KPI 4.4, the cause is a missing register and the honest description of the situation is a reporting failure, not a research culture problem.
Ambiguities in the guide, stated rather than resolved.
- Whether categories 4 and 5 require impact, or merely name
it. The qualifying list reads "capstone or final design
projects with academic or economic or social impact"
and "thesis or dissertation work with such impact".
Read strictly, every dissertation would need an evidenced impact flag to
count, which would exclude most sound student work. Read loosely, the
impact phrase is descriptive. This materially changes the
numerator and the guide does not settle it. Put it to MoHESR in
writing. IoL's working assumption, stated as an assumption: capture the
impact flags wherever they genuinely apply, so that the numerator is
defensible under either reading, and record which reading was applied in
the
Mechanism of collecting the datafield. That is the only response that is safe both ways. - Whether "students" in the denominator means all enrolled students or research-eligible students. The register's validation rule says total enrolled students at the same level as the numerator. The favourable reading, restricting the denominator to students at a stage where research is possible, is not supported by anything in the text. Do not adopt it. With participation near 100%, it makes no difference to IoL's score, which is a good reason to take the conservative reading and be seen to have taken it.
- The doctoral requirement in the 5.4 supervision route. The route as written concerns joint supervision of doctoral students. Whether Master's-level joint supervision qualifies is not addressed. Do not assume it does. Record Master's-level international co-supervision anyway, because it costs nothing and because the answer may come back favourably, but do not place it in the 5.4 numerator until it does.
- Whether a student appears once per year or once per project across years. The guide says a student appears once per year regardless of how many projects, and separately that a project is counted once in its launch year. A three-year dissertation therefore plausibly produces a participation record in each of three years for the student while the project counts once. That is the reading applied here. It is consistent with a three-year rolling average on a student-based ratio, but it is an inference, and it should be confirmed.
Boundary check. This workflow must never:
- record a student as participating in research where no qualifying activity in one of the five categories took place;
- record coursework, a literature assignment or a reflective portfolio as research participation because it resembles research in form;
- count a student more than once in the same academic year, or re-count a project in a year after its launch year;
- apply the completion test to category 1 participation, thereby excluding students who genuinely participated in work still under way;
- set an
Impact_*flag without a dated, retrievable evidence artefact behind it; - assert the "at least five public events" test without the invitation or programme evidence to count them;
- claim a Master's-level international co-supervision in the KPI 5.4 numerator on the doctoral route without a Ministry answer permitting it;
- record an international partner organisation as aware of the co-supervision without an agreement or documented institutional approval;
- delete the participation record of a student who withdrew or did not complete;
- backfill a launch year from recollection rather than from a contemporaneous record, or leave a backfilled row unflagged.

Appendix B readiness. Appendix B exposes two things for this KPI: contact data for the students counted, and proof of academic, economic or social research impact. The first is straightforward, since IoL holds student contact data as a matter of course, subject only to the lawful basis for disclosing it to a ministry. The second is not. Impact evidence is perishable, it lives in individual inboxes, and it is routinely never collected because nobody expected to be asked. Today IoL could produce the contact data within 15 working days and could not produce most of the impact evidence at all, which is action R4.

The outcome measure is the least interesting row in this table, because IoL's real participation rate makes it a formality. The first five rows are the KPI. This is a workflow where the performance measures and the capture measures are almost the same thing, and that is precisely what makes it cheap.
